DOL Clarifies Allowable Use of Funds for Outreach Activities

New TEGL demonstrates the flexible uses of both formula and competetive grant funds to conduct outreach

On Wednesday USDOL released TEGL 03-23, clarifying the allowable uses of funds for outreach activities for federal formula and competetive grant awards and providing examples of effective and equitable outreach strategies.

The Allowable Outreach Activities section gets at the core argument in the document: the purpose of an outreach activity should be linked to a program’s objectives and indicators, and grantees must be clear how an outreach activity will help meet performance outcomes and program objectives. 

Inclusivity and accessibility are highlighted, with guidance on conducting outreach in multiple languages and references to Section 508 accessibility guidelines.

The TEGL goes on to define how grantees can advertise and engage in public relations, walking through ways to conduct outreach including in-person, in print, in the media, online, and through technology and the use of social media. 

DOL’s Employmen and Training Administration asks that grantees revise, develop or implement outreach policies and procedures.
