DOL Proposes Apprenticeship Rulemaking

National Apprenticeship System Enhancements NPRM will update 29 CFR part 29 to address apprenticeship labor standards. 

Last week USDOL announced a Notice of Proposed Rulemaking (NPRM) that will revise registered apprenticeship regulations and address apprenticeship governance. Years in the making, the NPRM is set to tackle three central concerns:

  • Enhancing worker protections and equity 
  • Improving the quality of registered apprenticeship programs
  • Revising State governance provisions Strengthening the link between post-secondary education and registered apprenticeship

“This proposed rule bolsters the capacity of the National Apprenticeship System to respond to evolving employer needs while ensuring that registered apprenticeships provide workers with equitable pathways to good jobs,” says last week’s press release.

We at Aspect Works have for years seen close-up the challenges and opportunities in apprenticeship, especially in data and reporting and the role of state apprenticeship agencies. We are especially interested in the proposal’s creation of, “a student-centric model of registered apprenticeship, called Registered Career and Technical Education Apprenticeship.”
