Training and Employment Notice 23-23 aligns pre-apprenticeships with EEO language and WIOA Final Rule.
With USDOL focused on apprenticeship rulemaking, this recent TEN outlines how pre-apprenticeships can increase access to apprenticeships, especially “those historically underserved…” providing, “examples of quality pre-apprenticeship programs in diverse settings.”
USDOL’s Employment and Training Agency recognizes that while they don’t oversee pre-apprenticeship programs, the recommendations can still facilitate subsequent apprenticeship success.
On page 6 of the TEN they define quality pre-apprenticeships:
- Partnership with an apprenticeship sponsor
- Sustainability through partnerships
- Meaningful training combined with hands-on experience
- Access to career and support services
- An increase in opportunities for underrepresented or underserved populations
The TEN goes on to provide examples of pre-apprenticeships for high school students, post-secondary students, out-of-school youth and adults, and programs specifically designed to support diversity, equity, inclusion and accessibility.
